What is a yorkies average size?

Question
I need to find out an average size for Yorkies in inches.
How long and how tall is an average size Yorkie?
I know the weight averages around 7 pounds. I am wanting to make a fleece coat for my Mom's dog without her knowing as a Christmas gift.

A yorkie's height should not be more than 20cm and no less than 18cm.
I have always thought that the height at the shoulder should be the same as the length of the back.
I do not have an average for the length but going by this it should be about 18cm - 20cm again.
Does anyone else have any thoughts on this?
