My Yorkies ears

Willie is a 1 year old male yorkie, funniest little dog we have ever owned.

My question is about his ears.

When we got him as a puppie his ears were down but eventually stood up.

Just a few months ago one went back down then the other.

Is this normal and what can we do to make them stand back up?
